Taxpayer Appeal
Seminar
Des Plaines, Illinois— In response to historical lows in the housing
market Commissioner Brendan Houlihan
is organizing taxpayer appeal seminars throughout Cook County.
These seminars are opportunities for individual homeowners to seek
relief in their property taxes due to a depressed market, and over
valuations to their homes. Houlihan said, “I will not stand by as my
neighbors are being taxed out of their homes. The Board of Review is
an option where people can find serious relief”.
On Wednesday, March 24th, Cook County Board of
Review Commissioner Brendan Houlihan
will be holding a seminar with Des Plaines Mayor Marty Moylan on how
to appeal your property assessment should you believe you are over
assessed in Cook
County.
The seminar will begin at 7:00 pm. Attendees
are asked to bring their property tax bills in order to more
effectively file an appeal should they feel their residence is over
assessed. There will be a short presentation, and staff from the
Board of Review (property tax appeals board) will be on hand to
answer questions, and help fill out appeal forms. The only
requirement for a review of property assessments is a timely
completed appeal form from the Board of Review.
The presentation will explain how to file an appeal, and how an
appeal is granted. Please arrive at 7:00 pm to the Des Plaines City Hall,
1420 Miner Street.

Police Host Crime Free Housing Seminars
The following information is from the Des Plaines Police
Department’s Community Action Team (CAT), part of the Traffic Unit
under the supervision of Commander Tim Veit. During the warmer
weather months residents will see CAT officers riding bikes and all
terrain vehicles (ATV’s).
CAT coordinates many programs reaching all facets of the
community from interacting with children to senior citizens.
Neighborhood Watch and the Crime Free Multi-Housing program Seminars
are two programs coordinated and presented by CAT. Listed below are
schedules for both programs:
Crime Free Multi-Housing Program Seminars
The Des Plaines Police Department, in its efforts to combat crime
and increase the quality of living within the City, has implemented
the Crime Free Multi-Housing program. The goal of this program is to
reduce nuisance and criminal activity in and around rental
properties by creating a unique coalition of police, property
managers, and residents of rental properties. This program includes
a three level certification process. Incentives to those who become
fully certified include police issued signs, certificates,
advertising privileges, discounts on rental licenses, and a contact
card program.
Basic certification consists of an eight hour seminar which
covers a variety of topics like: Combating Crime Problems, Dealing
with Non-Compliance, Partnership with the Police and Fire
Department, Leases, Crime Free Lease Addendum, Evictions, and Active
Property Management.
On February 2, 2009 the City passed an ordinance requiring owners
of rental property to take the Phase 1 eight hour seminar (basic
certification). This means that anyone with a current rental license
must take this class by January 1, 2010. Anyone who applies for a
new rental license must take the class prior to obtaining a rental
license. If you are not able to attend a class prior to obtaining a
new rental license, you will have a three month grace period to
obtain the certification. Failure to fulfill this obligation could
result in revocation/suspension of your rental license along with
fines.
